①Housing attributes affecting buyers in India: Analysis of perceptions in the context of EWS/LIG consumers view

Purpose

The purpose of this paper is to provide affordable housing to low- and middle-income groups. The gravity of India’s housing affordability problem has led us to study and analyse the attributes hindering affordable housing for economically weaker section (EWS) and low-income group (LIG). The attributes such as viable parameters, economic parameters, location and communication, regulatory, source of finance, construction, services and infrastructure parameters affect the supply and demand of affordable housing in Indian urban areas for EWS and LIG with an annual household income below 2 lakhs.

Design/methodology/approach

The judgement sampling is used amongst housing and planning professionals working in five different sectors, including local authorities, housing developers, housing sectors, town planning and property/affordable housing consultant. The Analytical hierarchy process method of multi-criteria decision-making was used to analyse the data collected.

Findings

A detailed analysis of the data collected reveals that a viable parameter is the most governing attribute in the supply and demand process of developing affordable housing. Major reforms can be implemented at various levels of housing development in the urban area that can help in reducing the affordability gap for EWS/LIG. The suggested approach will be helpful for developers, urban planners and decision makers while designing an affordable housing project.

Originality/value

The model being proposed in this paper seeks for a proficient allotment of policies and assets, to some extent, by remedying the current market distortions and different inconsistencies that negatively influence the incentive structure of the affordable housing section in India. This paper offers a plan for a housing procedure that is applicable to all measurements of housing poverty and the groups that sustain it. In this way, the current study is, to a greater extent, a facilitator, and not an immediate solution of affordable housing.

収集したデータを詳細に分析した結果、アフォーダブルな住宅を開発する際の需給プロセスにおいて、実行可能なパラメータが最も支配的な属性であることが明らかになった。大規模な改革は、EWS/LIGのアフォーダビリティ格差の削減に役立つことができる都市部の住宅開発の様々なレベルで実施することができる。提案されたアプローチは、開発者、都市計画者、意思決定者にとって、アフォーダブルな住宅プロジェクトを設計する際に役立つであろう。

② Green federal tax credits impact on US housing prices

Purpose

The purpose of this study is to investigate whether increases in homeowner green amenities occurred because of income tax credits to the degree that changes in housing prices are measurable. Are higher incomes, lower mortgage rates and green income-tax credits impacting housing price changes?

Design/methodology/approach

The paper uses the least-squares regression model with natural log specifications. The log of income and a dummy variable, which was assigned to the Energy Policy Act (2005) and the American Recovery and Reinvestment Act (2009) coverage dates are used as independent variables. Two regression models were examined using monthly housing price data from January 1990 through the year 2018. The first regression model used a single dummy variable for credits available under the Policy Act of 2005 and the Recovery Act of 2009. The second regression model considered the credits granted under these two laws separately. Disposable income per capita impacts demands for housing while green upgrade expenditures affect the cost of housing.

Findings

The laws set low credit limits of $500 followed by $1,500 but because of the multiplier effect, the spending appears to have magnified and been much higher. The credit availability variables have positive coefficients and were significant at 1 per cent. This implies that single-family housing prices were sensitive to the existence of residential energy property income-tax credits. The R2 results were 0.93 or above for both models.

Research limitations/implications

The data used was aggregated and publicly available online. Many studies use aggregated macroeconomic data when modeling housing prices using the exogenous variable of disposable income but there is no substitute for examining individual homes by location and their sales price to see under what conditions green income-tax credits have the most impact. There could be demographic issues that are missed when using aggregated information.

Practical implications

Spending on heating/cooling systems, dual pane windows and other green amenities keeps the housing stock modernized and housing prices steady or rising. An additional benefit is that spending motivated by self-interest can simulate household consumption spending. Houses deteriorate due to wear and tear. Physical-repairable depreciation represents a situation where maintenance funds are continuously needing to be spent. Repairs and upgrades to the structure of the property keep its price stable by stopping the physical depreciation that would otherwise occur with the passage of time.

Social implications

The paper provides support for the idea that residential green amenity upgrades positively impact the value of a house. These green-amenity upgrades, which other research studies have suggested should be included explicitly in the appraisal process, are a major characteristic of a property when a price estimate is being done. Housing being sold should have a section on the information sheet noting the property green upgrades that exist and an energy efficiency score should be assigned to each house listed for sale.

Originality/value

There are few (if any) academic research papers studying the impact of green tax credits available under the Energy Policy Act (2005) and under the American Recovery and Reinvestment Act (2009). The degree to which green income-tax credits stimulate spending on housing has not been addressed by researchers. This paper is an initial research attempt to quantify whether these legislative efforts measurably encouraged homeowners to adopt newer, greener technologies.

本論文では、自然対数仕様の最小二乗回帰モデルを用いている。独立変数として、所得の対数と、エネルギー政策法(2005年)とアメリカ復興・再投資法(2009年)の適用日を代入したダミー変数を用いた。1990 年 1 月から 2018 年までの月次住宅価格データを用いて、2 つの回帰モデルを検討した。最初の回帰モデルでは,政策法(2005 年)と復興法(2009 年)の下で利用可能な信用について,単一のダミー変数を使用した。2 回目の回帰モデルでは,これら 2 つの法律の下で付与された控除を別々に考慮した。一人当たりの可処分所得は住宅の需要に影響を与え、一方でグリーン・アップグレードの支出は住宅のコストに影響を与える。

考察の結果

法律は、500ドルの低い与信限度額を設定し、それに続いて1,500ドルを設定したが、乗数効果のため、支出は拡大され、はるかに高くなったように見える。信用・利用可能性という変数は正の係数を持ち,1%で有意であった。これは、一戸建て住宅価格が住宅用エネルギー資産所得税控除の存在に敏感であったことを示唆している。R2 の結果は,両モデルともに 0.93 以上であった。

研究の限界/意味合い

使用したデータは,集計されたものであり,オンラインで公開されているものである。多くの研究では,可処分所得の外生変数を用いて住宅価格をモデル化する際に,マクロ経済データを集約して使用しているが,グリーン所得税控除がどのような条件で最も効果があるかを確認するために,個々の住宅を所在地別に,またその販売価格別に検討することに代わるものはない。集計された情報を使用した場合に見落とされる人口統計学的な問題がある可能性がある。

③ Making a case for 3D printing for housing delivery in South Africa

Purpose

Considering the need for standard and cost-effective housing delivery in South Africa, this study aims to make a case for three-dimensional (3D) printing in housing delivery through an assessment of the inherent benefits and the factors that could acts as barriers to its adoption.

Design/methodology/approach

The study used a survey of construction professionals currently actively involved in a construction project in the country. Analysis of data gathered was done using a four-step analysis approach and relevant descriptive and inferential statistics were adopted.

Findings

The study revealed through factor analysis that 3D printing in housing delivery promises better cost delivery, increased productivity and stakeholder satisfaction, socio-economic benefits, improved quality and faster housing delivery. While these benefits exist, factors such as technical and operational issues of the 3D printing itself, organizational and personnel issues as well as lack of awareness of the inherent benefits and understanding of the technology among stakeholders can prove to be barriers to the adoption of the technology.

Practical implications

In the quest to achieve standard and affordable housing which is part of its National Development Plan 2030, the government can adopt 3D printing which promises significant benefits in terms of cost, time, quality, productivity and stakeholders’ satisfaction. Property developers can also adopt the technology to improve their housing delivery, competitive advantage and the economic value of their properties.

Originality/value

The study contributes significantly to the body of knowledge as it reveals the benefits and barriers of adopting 3D printing in housing delivery in South Africa – an aspect that has not gained significant attention in the fourth industrial revolution and housing delivery discuss in the country.

2030年国家開発計画の一部である標準的でアフォーダブルな住宅を実現するために、政府は、コスト、時間、品質、生産性、利害関係者の満足度の面で大きなメリットを約束する3Dプリントを採用することができます。また、不動産開発業者は、この技術を採用することで、住宅の提供、競争優位性、不動産の経済的価値を向上させることができます。

④ Cluster and forecasting analysis of the residential market in Turkey: An autoregressive model-based fuzzy clustering approach

Purpose

The main purpose of this study is to detect homogeneous housing market areas among 196 districts of 5 major cities of Turkey in terms of house sale price indices. The second purpose is to forecast these 196 house sale price indices.

Design/methodology/approach

In this paper, the authors use the monthly house sale price indices of 196 districts of 5 major cities of Turkey. The authors propose an autoregressive (AR) model-based fuzzy clustering approach to detect homogeneous housing market areas and to forecast house price indices.

Findings

The AR model-based fuzzy clustering approach detects three numbers of homogenous property market areas among 196 districts of 5 major cities of Turkey where house sale price moves together (or with similar house sales dynamic). This approach also provides better forecasting results compared to standard AR models by higher data efficiency and lower model validation and maintenance effort.

Research limitations/implications

In this study, the authors could not use any district-based socioeconomic and consumption behavioral indicators and any discrete geographical and property characteristics because of the data limitation.

Practical implications

The finding of this study would help property investors for establishing more effective property management strategies by taking different geographical location conditions into account.

Social implications

From the government side, knowing future rises, falls and turning points of property prices in different locations can allow the government to monitor the property price changes and control the speculation activities that cause a dramatic change in the market.

Originality/value

There is no previous research paper focusing on neighborhood-based clusters and forecasting house sale price indices in Turkey. At this point, it is the first academic study.

政府側からすれば、各地の不動産価格の将来の上昇・下落・転換点を知ることで、不動産価格の変化を監視し、市場に劇的な変化をもたらす投機活動を抑制することができる。

独自性・価値

トルコの住宅販売価格指数の予測と近隣型クラスターに着目した先行研究論文はない。現時点では、初めての学術的研究である。

 

 

⑤ Housing prices and expectations: a study of Auckland

Yang Yang, Mingquan Zhou, Michael Rehm

 

Purpose

The purpose of this paper is twofold. First, the study aims to test whether expectations are adaptive in the Auckland housing market. The second purpose is to examine the interplay between expectations and Auckland housing prices.

Design/methodology/approach

In this study, two vector error correction models (VECM) are built: one VECM includes survey-based expectations and another one encompasses model-based expectations with the assumption that property investors’ expectations are adaptive. The paper goes on by comparing and examining the results of Granger causality tests and impulse response analyses.

Findings

The findings reveal that Auckland property buyers’ expectations are adaptive. In addition, this study provides some evidence of a feedback cycle between Auckland housing prices and expectations.

Research limitations/implications

This study posits that Auckland property buyers’ expectations in the next 12 months are based on three-year price movements with more emphasis being placed on recent price history. This assumption may not be an accurate reflection of true expectations.

Practical implications

This paper helps policymakers to deepen their understanding of Auckland property buyers by showing that their expectations form through the extrapolation of the past price trend.

Originality/value

The study possibly marks the first attempt to test and compare the relationship between housing prices and two forms of expectations: survey-based and model-based. Additionally, this study is probably the first one that empirically examines whether there is a feedback cycle between expectations and property prices in the Auckland housing market.

⑥ Staged implementation of inclusionary zoning as a mechanism to improve housing affordability in Auckland, New Zealand

Purpose

The purpose of this paper is to analyse how the staged implementation of inclusionary zoning (IZ) performs relative to conventional IZ programmes in terms of increasing the number of low- and moderate-income households become homeowners.

Design/methodology/approach

The paper applies a matching model implemented through a mixed-integer programme model taking Auckland (New Zealand) housing market as a case study. The IZ is simulated by two features: a target price (below which affordable houses are defined) and the income threshold (below which any household gains access to the programme). The staging of IZ consists of first directing affordable houses to low-income households, where those houses that are not sold are cascaded to subsequent population groups with higher incomes.

Findings

The staged implementation of IZ does not necessarily imply that the number of sales will increase both for affordable and market-rate houses. However, a hybrid approach defined by two target prices results in a greater number of sales relative to a conventional IZ and a baseline affordable market while achieving market efficiency and equity.

Research limitations/implications

The paper is limited to the marginal impact of new affordable houses entering the market. It does not address further market rounds for houses left empty for tractability purposes. Also, the analysis is circumscribed to current renters and not owners, if owners were included they would outbid renters and distort the intended impact of IZ as an affordable housing policy.

Originality/value

The paper has relevance for policymakers because it provides evidence about the dimensions of IZ to have a lasting effect on housing affordability. The model is applied to a single housing market but is suitable to be generalized and adapted to a different urban environment.

研究の限界・意味合い

この論文は、新規の手ごろな価格の住宅が市場に参入した場合の限界的な影響に限定されている。牽引性のために空家となっている住宅の更なる市場への参入には触れていない。また、分析は現在の賃貸人に限定されており、所有者は含まれていない。もし所有者が含まれていれば、賃貸人よりも価格が高くなり、手ごろな価格の住宅政策としてのIZの意図した影響を歪めてしまうだろう。

⑦ A new measure of private rental market regulation index and its effects on housing rents: Cross-country evidence

Purpose

The purpose of this paper is twofold: first, the authors construct a country-specific time-varying private rental regulation index for 18 developed economies starting from 1973 to 2014. Second, the authors analyze the effects of their index on the housing rental markets across 18 countries and states.

Design/methodology/approach

The authors’ index not only covers 18 developed economies over 42 years but also combines both tenure security and rent laws. The authors’ empirical framework is that of panel regressions with time and country fixed effects.

Findings

The authors’ index sheds further insights on the extent to which rent and tenure security laws have converged over the past 40 years for each economy. Moreover, the authors show three empirical results. First, stringent rent control regimes do lead to lower real rent growth rates than regimes with free rents. Second, soft rent control regimes with time-limited tenure security and minimum duration periods, however, may cause higher rent growth rates than free rent regimes. Third, rent-free regimes do not show significant high real rent appreciation rates.

Originality/value

The authors’ rental regulation index is the first time-varying index that covers more than 18 economies over 40 years.

⑧ Volatility clustering, risk-return relationship and asymmetric adjustment in the Finnish housing market

Purpose

The purpose of this paper is to examine whether the house prices in Finland share financial characteristics with assets such as stocks. The studied regions are 15 main regions in Finland over the period of 1988:Q1-2018:Q4. These regions are divided geographically into 45 cities and sub-areas according to their postcode numbers. The studied type of dwellings is apartments (block of flats) divided into one-room, two rooms and more than three rooms apartment types.

Design/methodology/approach

Both Ljung–Box and Lagrange multiplier tests are used to test for clustering effects (autoregressive conditional heteroscedasticity effects). For cities and sub-areas with significant clustering effects, the generalized autoregressive conditional heteroscedasticity (GARCH)-in-mean model is used to determine the potential impact that the conditional variance may have on returns. Moreover, the exponential GARCH model is used to examine the possibility of asymmetric effects of shocks on house price volatility. For each apartment type, individual models are estimated; enabling different house price dynamics, and variation of signs and magnitude of different effects across cities and sub-areas.

Findings

Results reveal that clustering effects exist in over half of the cities and sub-areas in all studied types of apartments. Moreover, mixed results on the sign of the significant risk-return relationship are observed across cities and sub-areas in all three apartment types. Furthermore, the evidence of the asymmetric impact of shocks on housing volatility is noted in almost all the cities and sub-areas housing markets. These studied volatility properties are further found to differ across cities and sub-areas, and by apartment types.

Research limitations/implications

The existence of these volatility patterns has essential implications, such as investment decision-making and portfolio management. The study outcomes will be used in a forecasting procedure of the volatility dynamics of the studied types of dwellings. The quality of the data limits the analysis and the results of the study.

Originality/value

To the best of the author’s knowledge, this is the first study that evaluates the volatility of the Finnish housing market in general, and by using data on both municipal and geographical level, particularly.
