Financialization has become a new keyword to describe and analyze contemporary developments in economies and societies. It has also become a key concept in understanding recent trends in housing markets and policies. Since most scholarship that has initially studied these new trends was produced by scholars based in Europe, North America, and Australia and reflected on the dynamics of countries situated at the centers of the world economy, questions arose on the extent to which these trends could also be detected outside of these countries. The call for articles that originated this special issue was intended to collectively answer this question: Does the financialization of housing shape, and is it shaped by, housing policies and practices in countries situated at the peripheries of the global economy?

 

The initial call for articles referred to these other territories and economies as the Global South. Although the term Global South is generally juxtaposed with the term Global North, which suggests a very strong binary, the idea was not to employ the term in this binary fashion. Rather, Global South was used as a shorthand or heuristic device to focus on countries other than Australia, Canada, New Zealand, the United States, or those of Europe. We also could have opted for terms like nonrich, poor, non-Western, Third World, developing, or underdeveloped countries. The denominations born of postwar decolonization processes, which are founded on the discourse in which Truman launched the Point 4 Program, divided the world into advanced, modern, and developed countries on one hand, and traditional, backward, and underdeveloped countries on the other. Development aid was thought to enable everyone to reach, at some point, the desired stage of a developed country. In the 1960s, multilateral agencies and central universities adopted a new epithet in the same direction: developing countries. But like the term Global South, these are all problematic terms. They all have links to specific modes of organizing the globe that, throughout modern history, very often produced a dualistic view of the world. Most recently, denominations follow each other in quick succession and compete: South, Global South, emerging economies.

 

Classification systems produce and reproduce a representation of the world and of the positions occupied by different individuals, social groups, and collective actors, but also by territories. South–North and Global South–Global North classifications are highly indebted to the tradition of geographic regionalization, which is based on homogeneities. In reality, there are more complex constellations of countries. We do not intend to resolve such issues in this special issue. Instead, we would like to focus on the financialization of housing in countries located at the peripheries of the world economy, with the specific goal of rejecting binary thinking about financialization processes. A common critique in the financialization literature is that the concept is used to suggest that the same process takes place across the globe and erases differences, resulting in increased convergence between countries and, in this case, their housing systems. This is not at all what we suggest. We see financialization as a process that unfolds across space—that is, it is structured by existing institutions in those spaces and it is restructuring those very institutions. Financialization is not a generalized process that erases existing differences across place and space. There is no model prescribing what the end stage of financialization should look like. The use of the concept of financialization is less about converging outcomes than it is about understanding processes through which housing markets, policies, and practices change.

 

The literature on the financialization of housing initially looked at the connections between booming mortgage markets, subprime lending, and securitization in the United States. It has since steadily expanded to, first, more countries in North America, Europe, and Australia; second, to other processes and mechanisms of financialization in the housing sector, including but not limited to social housing bonds, derivatives, and corporate landlords such as private equity funds and real estate investment trusts (REITs) buying up large portfolios of affordable rental housing; and, third, to countries in other parts of the world.

 

All too often, there is an implicit understanding that these financialization processes are happening in countries with developed, sophisticated financial markets. This special issue challenges that assumption by presenting a range of studies on the financialization of housing in different countries, with different financial market structures and different political economies of housing and urbanization. We aim to break down binary thinking by demonstrating that financialization is not restricted to a limited number of countries, while at the same time acknowledging the variegated and localized nature of this process.

 

One problem in many accounts of financialization outside Europe, Australia, and North America—related not only to housing but also to other fields and markets—is the reasoning that financialization in country X is different because it is not happening in the same way as in those epicenters of the global economy. We think that it is important to deconstruct seemingly obvious statements like these, because they are problematic for at least three reasons. First, the idea that there is some sort of normal or standard financialization model that all other forms should be compared with suggests that there is one dominant trajectory that other countries deviate from or are running behind on. This is not the case. Second, the idea that financialization across Europe and North America is more or less the same is as bizarre as the argument that financialization across the rest of the world is more or less the same. There are no two countries in which financialization processes unfold in the same way. This brings us to the third problem: typically, when financialization in a peripheral country is compared with that in the center, it is not compared with the diversity of experiences in the center, but with experiences in the United States or United Kingdom only. This kind of reasoning often leads to an incorrect argument about the nature of financialization in not only those peripheries but also the centers of the world economy. For example, if there are no REITs or there is no mortgage securitization in country X (or if they were introduced only recently), one may incorrectly conclude either that there is no financialization or that it is entirely different from that in the perceived centers. To illustrate the last point briefly: many countries in the center introduced REITs or mortgage securitization around the same time as many countries in the periphery. Yes, there are early adopters in the peripheries, but there are also late adopters and nonadopters in the centers.

 

Sometimes, scholars cite unique qualities of peripheral cities—such as informality, corruption, underdeveloped financial markets, extreme poverty, or the role of the state—to conclude that these are megacities rather than global cities. Although these are important issues in many of these cities, they inevitably play a role in European, Australian, and North American contexts as well. The burgeoning literature on informality suggests that it occurs beyond Latin America, Africa, and Asia. What is called corruption in one country is sometimes called lobbying in another; in other cases, it is—or should be—simply labeled corruption as well. Whereas financial markets in most peripheral countries could be considered underdeveloped compared with those in the United States or United Kingdom, financial markets in a range of eastern European (especially semiperipheral non-EU) countries are not necessarily more developed than those in other middle-income countries. Finally, the idea that market and state are entangled in some peripheral countries but not in Europe, Australia, and North America is problematic; in both cases, states and markets can be more or less entangled.

 

Is there nothing, then, that differentiates the financialization of housing in countries situated at the peripheries of capitalism from that in central ones? Yes and no. If we employ a strict binary lens, there is nothing that sets them apart in their totality, because such a hard binary does not exist. However, if we treat financialization as variegated, decentered, and therefore fundamentally different in each country, we can start seeing some patterns, and certainly the subordinated role that countries at the peripheries of the world economy play is important and relevant to understanding specificities.

 

First, we can think of how policies of multinational organizations like the World Bank and the International Monetary Fund have shaped the financialization of housing in different countries. By imposing housing market reforms such as loan conditionalities in several countries or simply by disseminating best practices and policies, several instruments and strategies employed in the financialization of housing markets were introduced. Here, there clearly are epicenters of dissemination of practices and reforms. But again, these reforms could never take place without the active role of local economic and political actors. Mexico is a good example of such reforms, and two articles in this special issue—by Alejandra Reyes and by Susanne Heeg, Maria Verónica Ibarra Garcia, and Luis Alberto Salinas Arreortua—point to the essential role of government-led coalitions in promoting private housing production and transforming housing institutes into finance institutions with the goal of expanding mortgage lending. In the 1990s, the National Housing Fund for Workers (INFONAVIT)—a tripartite institution governed by business, government, and labor representatives and founded in 1972 to produce housing for formal- and private-sector workers—began to guarantee a credit flow to finance the quick and mass production of housing, effectively absorbing much of the risk for the developers.

 

The central role of the state in the process of financialization is a key common trend. The two articles on Turkey, the aforementioned articles on Mexico, and the article on Taiwan demonstrate the fundamental role of public institutions and public funding in making mortgage lending viable. By pointing to how states made available public subsidies for low-interest mortgage programs (always using public funds), the articles show the extent to which direct state intervention increased homeownership rates, taking into account the political importance of housing. In this way, the goals of construction and finance industries were combined with those of coalitions in power. Melih Yeşilbağ’s article on Turkey shows how the state was able to generate an unprecedented construction boom despite the country’s relatively small financial footprint. Furthermore, Ivana Socoloff discusses the formation of an urban–finance coalition in Argentina and shows how it pushes for new financial reforms.

 

Another common trend is the relationship between preexisting, mostly informal residential markets and financialization. Without entering into the debate on the concept of informality, the existence of modes of housing production outside the circuits of banks, financial institutions, and often also planning regulations has always been an important feature of urbanization in peripheral countries according to the literature. In many cases, the emergence of finance-led housing production was enabled through the dismantling of preexisting systems. In other cases, financialization mechanisms were introduced into these preexisting systems. Several articles in this special issue refer to processes in which private property rights and mortgage finance are pushed onto poor populations by state–finance coalitions. Land reforms implementing property rights in situations where property-led systems coexisted with other forms of tenure provided, among other interventions, the foundation for mortgage lending. Again, the case of Mexico demonstrates how both state and local governments promoted the dissolution of the communal land-tenure system to allow for the privatization and development of low-cost rural land surrounding Mexican cities. Silvia Jorge’s article on Maputo (Mozambique) focuses on the transformation of the urban margins, where mostly self-built low-income developments existed and the majority of the urban population used to live. These margins transformed as a result of new interventions that established a new landscape but also a new sociopolitical order through a strong alliance between the state and new urban actors. However, the relationship between the new frontier of financialized housing production and the rather informal preexisting residential markets is characterized not only by land and tenure reforms but also by transformations in finance. Yi-Lien Chen’s article on Taiwan shows how a state-led policy used different methods to decrease informal finance and promote formal housing and housing finance markets.

 

Another important common trend is the deepening of preexisting patterns of segregation as a result of the financialization of housing. Julien Migozzi’s article on South Africa shows how financialization unfolds in metropolitan areas through the classification of people and the selection of spaces on the two axes of financialized housing markets that emerged in the country: corporate landlords in the rental market and mortgages for homeownership. By mobilizing credit scoring to classify and select tenants or mortgage beneficiaries, and by selecting places, the financialization of housing renewed urban patterns of apartheid. Landlords and mortgage lenders targeted specific areas in the postapartheid city to develop residential portfolios and allocate mortgages, reinforcing segregation. In Mexico, too, as Reyes points out, the thousands of vacant homes on the fringes of the city and the precarious living conditions of most Mexicans are the result of the financialization of housing.

 

Another point is how the financialization of housing affects general housing conditions in a country. In all cases presented in this special issue, with the exception of Taiwan, housing conditions and shortages have deteriorated after a decade or more of state-led and state-subsidized financialized housing production. Even though housing finance has extended the reach of credit, the very low-income segments of society—who form the majority of groups living in inadequate housing—were not reached. Moreover, most articles point out that the financialization of housing was responsible for massive waves of speculation that in turn led to house price increases and, consequently, affordability problems. This feature is, incidentally, no different from the experience of some European countries and the United States, where a housing crisis was the result of financialization.

 

Finally, housing financialization may be the result of investments by individual transnational actors or members of a country’s diaspora. In his article on Cambodia, Gabriel Fauveaud speaks of foreignization and discusses how local and international developers and brokers act as agents of financialization who differ from the usual suspects of financialization. This phenomenon is discussed in many other articles outside this special issue that talk about Ecuador, Cuba, Panama, Lebanon, and other countries in capitalism’s peripheries. In these cases, the globalization of real estate is not solely triggered by formal (and institutional) procedures and practices of market making; informal (and sometimes semilegal) housing dynamics are equally important for understanding transnational ownership patterns in urban housing markets. This does not happen in isolation, as Fauveaud insists: “The strong interdependencies among neoliberalism, authoritarianism, and neopatrimonialism in Cambodia certainly contribute to the deployment of an exacerbated and specific regime of housing financialization through extraversion.”

 

Financialization, like capitalism itself, is fraught with contradictions. Emre Ergüven presents these most explicitly when he discusses the interest rate dilemma at the heart of Turkey’s construction-led accumulation model. The dependence on capital inflows is discussed in different ways by several of the articles in this special issue, showing how financialization processes in the peripheries can be conceptualized as subordinate financialization, as Ergüven, Socoloff, and Fernandez and Aalbers do. This subordinate position is created by and creates the peripheral position of these contexts in uneven global economic and financial relations. In their contribution to this special issue, Rodrigo Fernandez and Manuel Aalbers suggest that the financialization of housing in the peripheries is fundamentally different from that in the centers because these countries are shaped by financialization—and not just of housing—in the centers. They argue that the recycling of excess liquidity from the center in countries that are lower in the global money hierarchy has contributed to the growth of mortgage lending in the peripheries. In other words, they call for a relational understanding of financialization between countries, which stems from the existing uneven relations between countries and from how these have changed under conditions of financialization. Fernandez and Aalbers go on to argue that subordinated financialization is a contemporary form of uneven and combined development, which suggests that “[p]ractices of financialization can coexist in otherwise nonfinancialized institutional contexts, but over time these practices can become launching grounds for a wider financialization of the economy, extending to different sectors, different places, or different classes of people.” This means that much research remains to be done. The articles in this special issue are merely a step toward understanding the variegated patterns of housing financialization.

 

金融化は、経済や社会における現代の展開を説明・分析するための新たなキーワードとなっている。また、最近の住宅市場や政策の動向を理解する上でも重要な概念となっている。こうした新たな動向を研究してきた研究の多くは、ヨーロッパ、北米、オーストラリアを拠点とし、世界経済の中心に位置する国々の動向を反映したものであった。本特集号の発端となった論文募集は、この疑問にまとめて答えることを意図したものである。住宅の金融化は、グローバル経済の周縁に位置する国々における住宅政策や慣行を形成しているのか、またそれによって形成されているのか?

 

当初の論文募集では、こうした他の地域や経済を「グローバル・サウス」と呼んでいた。グローバル・サウスという用語は、一般的にグローバル・ノースという用語と並列され、非常に強い二項対立を示唆しているが、このような二項対立の形でこの用語を使うことは考えていなかった。むしろ、オーストラリア、カナダ、ニュージーランドアメリカ、ヨーロッパ以外の国々に焦点を当てるため、「グローバル・サウス」は省略形、あるいは発見的手段として使われたのである。また、非富裕国、貧困国、非西欧諸国、第三世界発展途上国、低開発国といった用語を選ぶこともできた。戦後の脱植民地化プロセスから生まれた単位は、トルーマンが「ポイント4プログラム」を開始した際の言説を基礎としており、世界を一方では先進国、近代国に、他方では伝統的な国、後進国、低開発国に分けた。開発援助は、すべての人がある時点で先進国という望ましい段階に到達することを可能にすると考えられていた。1960年代、多国間機関や先進国の大学は、同じ方向性を持つ新たな呼称として「開発途上国」を採用した。しかし、グローバル・サウスという言葉と同様、これらはすべて問題のある言葉である。それらはすべて、近代史を通じて、しばしば二元論的な世界観を生み出した、地球を組織する特定の様式と結びついている。最近では、各単位が次々と追随し、競い合っている。南、グローバル・サウス、新興経済国。

 

分類システムは、世界と、さまざまな個人、社会集団、集団的行為者、さらには領土が占める位置の表象を生み出し、再生産する。南-北や南-北の分類は、同質性に基づく地理的地域化の伝統に大きく依存している。現実には、もっと複雑な国々の組み合わせが存在する。本特集では、そのような問題を解決するつもりはない。その代わりに、世界経済の周縁に位置する国々における住宅の金融化に焦点を当て、金融化のプロセスに関する二元論的思考を否定することを具体的な目標としたい。金融化に関する文献でよく見られる批評は、この概念が、同じプロセスが世界中で行われ、差異を消し去り、その結果、各国間、この場合は住宅制度間の収束が進むことを示唆するために用いられているというものである。これは私たちの提案とはまったく異なる。私たちは金融化を、空間を超えて展開するプロセス、つまり、その空間における既存の制度によって構成され、その制度そのものを再編成するプロセスとしてとらえている。金融化は、場所や空間を超えた既存の差異を消し去るような一般化されたプロセスではない。金融化の最終段階がどうあるべきかを規定するモデルもない。金融化という概念の使用は、結果を収束させることよりも、住宅市場、政策、慣行が変化するプロセスを理解することにある。

 

住宅の金融化に関する文献は、当初、米国における住宅ローン市場の活況、サブプライム融資、証券化の関連性に注目していた。その後、第一に、北米、ヨーロッパ、オーストラリアのより多くの国々、第二に、社会住宅債、デリバティブプライベート・エクイティ・ファンド不動産投資信託REIT)のような企業家主による手ごろな価格の賃貸住宅の大規模なポートフォリオの買い占め、そして第三に、世界の他の地域にも広がっている。

 

このような金融化のプロセスは、金融市場が発達し、洗練された国々で起きているという暗黙の了解がある。本特集号は、金融市場構造や住宅・都市化の政治経済が異なる様々な国々における住宅の金融化に関する様々な研究を紹介することで、その前提に挑戦するものである。私たちは、金融化が限られた国に限定されるものではないことを示すと同時に、このプロセスの多様で局地的な性質を認めることで、二元的な思考を打破することを目指している。

 

ヨーロッパ、オーストラリア、北米以外の国々における金融化に関する多くの説明で問題となるのは、住宅だけでなく他の分野や市場にも関連することだが、それは、X国における金融化は、グローバル経済の震源地で起こっているのと同じようには起こっていないため、異なるという推論である。私たちは、このような一見明白に見える発言を分解することが重要だと考える。

 

なぜなら、少なくとも3つの理由から問題があるからである。第一に、他のすべての形態と比較すべき、ある種の正常な、あるいは標準的な金融化モデルが存在するという考え方は、他国が逸脱していたり、遅れていたりするような支配的な軌道が存在することを示唆している。これは事実ではない。第二に、ヨーロッパと北米の金融化が多かれ少なかれ同じであるという考え方は、世界の他の地域の金融化が多かれ少なかれ同じであるという議論と同じくらい奇妙である。金融化のプロセスが同じように展開する国は二つとない。典型的には、周辺国の金融化を中央のそれと比較する場合、中央の多様な経験と比較するのではなく、アメリカやイギリスだけの経験と比較するのである。このような推論は、周辺国だけでなく世界経済の中心地における金融化の性質についても、しばしば誤った議論につながる。例えば、Xという国でREITが存在しなかったり、住宅ローンの証券化が行われていなかったりすると(あるいは、それらが導入されたのがごく最近のことだとすると)、金融化は行われていない、あるいは、金融化は中心地のそれとはまったく異なるものである、という誤った結論に至る可能性がある。最後のポイントを簡単に説明すると、中心部の多くの国々が、周辺部の多くの国々と同じ時期にREITや住宅ローン証券化を導入した。そう、周辺部にはアーリーアダプターが存在するが、中心部にもレイトアダプターやノンアダプターが存在するのだ。

 

学者たちはときどき、周辺都市に特有の特質、たとえば非正規性、汚職、未発達の金融市場、極度の貧困、国家の役割などを引き合いに出して、これらの都市はグローバル・シティではなくメガシティであると結論づけることがある。これらの都市の多くで は重要な問題だが、ヨーロッパやオーストラリア、北米の文脈でも、これらの問題が重要な役割を果たすのは必然である。インフォーマリティに関する文献が急増していることから、インフォーマリティはラテンアメリカ、アフリカ、アジア以外でも発生していることがわかる。ある国で汚職と呼ばれるものが、別の国ではロビイングと呼ばれることもある。ほとんどの周辺国の金融市場は、米国や英国の金融市場に比べて未発達と考えられるが、東欧諸国(特に非EUの準周辺国)の金融市場は、他の中所得国の金融市場よりも発達しているとは限らない。最後に、一部の周辺国では市場と国家が絡み合っているが、ヨーロッパ、オーストラリア、北米ではそうではないという考えには問題がある。

 

では、資本主義の周縁に位置する国々における住宅の金融化を、中央のそれと区別するものはないのだろうか?イエスでもあり、ノーでもある。厳密な二項対立のレンズを用いれば、そのような硬い二項対立は存在しないので、両者を全体として区別するものは何もない。しかし、金融化を多様で非中心的なもの、したがってそれぞれの国で根本的に異なるものとして扱えば、いくつかのパターンが見えてくる。

 

まず、世界銀行国際通貨基金のような多国籍組織の政策が、各国における住宅の金融化をどのように形成してきたかを考えることができる。いくつかの国において、融資条件付融資のような住宅市場改革を課すことによって、あるいは単にベストプラクティスや政策を広めることによって、住宅市場の金融化に採用されたいくつかの手段や戦略が導入された。ここに、実務と改革の普及の震源地があることは明らかである。しかし、繰り返しになるが、こうした改革は、地域の経済的・政治的アクターの積極的な役割なしには決して起こりえない。メキシコはこのような改革の好例であり、本特集号に掲載されたAlejandra Reyes and by Susanne Heeg, Maria Verónica Ibarra Garcia, and Luis Alberto Salinas Arreortuaによる2本の論文は、民間住宅生産を促進し、住宅ローン融資の拡大を目的とした住宅機関の金融機関への転換を図る上で、政府主導の連合が不可欠な役割を果たしたことを指摘している。1990年代には、企業、政府、労働者の代表によって運営され、正規労働者と民間労働者のための住宅を生産するために1972年に設立された三者構成機関である全国労働者住宅基金(INFONAVIT)が、住宅の迅速かつ大量生産に必要な資金を調達するための信用フローを保証するようになり、開発業者のリスクの多くを事実上吸収するようになった。

 

金融化のプロセスにおける国家の中心的役割は、共通する重要な傾向である。トルコに関する2つの記事、前述のメキシコに関する記事、そして台湾に関する記事は、住宅ローン融資を成立させる上で公的機関と公的資金が基本的な役割を果たしたことを示している。各州が低金利の住宅ローン制度に公的補助金を(常に公的資金を使って)利用できるようにしたことを指摘することで、これらの記事は、住宅の政治的重要性を考慮しつつ、国家が直接介入することで住宅取得率がどの程度高まったかを示している。このようにして、建設業界と金融業界の目標が、政権連合の目標と組み合わされたのである。Melih Yeşilbağのトルコに関する記事は、同国の財政規模が比較的小さいにもかかわらず、国家がいかにして前例のない建設ブームを生み出すことができたかを示している。Ivana Socoloffは、アルゼンチンにおける都市金融連合の形成について論じ、それがどのように新たな金融改革を推し進めているかを示している。

 

もう一つの共通した傾向は、既存の、主にインフォーマルな住宅市場と金融化の関係である。インフォーマルの概念に関する議論には立ち入らないが、銀行や金融機関、そしてしばしば計画規制の枠外に住宅生産様式が存在することは、文献によれば、周辺国における都市化の重要な特徴である。多くの場合、金融主導の住宅生産の出現は、既存の制度の解体を通じて可能になった。また、既存の制度に金融化のメカニズムが導入されたケースもある。本特集のいくつかの論文は、私有財産権と住宅ローン金融が、国家と金融の連合体によって貧困層に押し付けられる過程について言及している。所有権主導の制度が他の所有形態と共存していた状況において、所有権を導入する土地改革は、とりわけ住宅ローン融資の基盤を提供した。ここでもメキシコの事例が、メキシコの都市を取り囲む低コストの農村部の土地の民営化と開発を可能にするために、州政府と地方政府の両方が、共同土地所有制度の解体をいかに推進したかを示している。マプト(モザンビーク)に関するシルヴィア・ジョルジの論文は、都市の周縁部の変容に焦点を当てている。こうした周縁部は、国家と新たな都市アクターとの強力な連携を通じて、新たな景観と同時に新たな社会政治秩序を確立した新たな介入の結果として変容した。しかし、金融化された住宅生産という新たなフロンティアと、どちらかといえばインフォーマルな既存の住宅市場との関係は、土地や所有権の改革だけでなく、金融の変容によっても特徴づけられる。台湾に関する陳怡蓮の論文は、国家主導の政策が、インフォーマルな金融を減少させ、フォーマルな住宅および住宅金融市場を促進するために、どのように異なる方法を用いたかを示している。

 

もうひとつの重要な共通の傾向は、住宅の金融化の結果として、既存の分離のパターンが深化していることである。南アフリカに関するJulien Migozziの論文は、同国で出現した金融化された住宅市場の2つの軸、すなわち賃貸市場における企業家主と住宅所有のための住宅ローンにおける人々の分類と空間の選択を通じて、金融化が大都市圏でどのように展開されているかを示している。信用調査を動員して借家人や住宅ローンの受益者を分類・選別し、場所を選ぶことによって、住宅の金融化はアパルトヘイトの都市パターンを更新した。地主や住宅ローンの貸し手は、アパルトヘイト後の都市で特定の地域をターゲットに住宅ポートフォリオを構築し、住宅ローンを割り当て、隔離を強化した。メキシコでも、レイエスが指摘するように、都市の周縁部にある何千軒もの空き家や、ほとんどのメキシコ人の不安定な生活環境は、住宅の金融化の結果である。

Housing market microstructure focuses on how neighborhood market conditions affect prices and liquidity. In this paper, we test alternative empirical microstructure models in which substitute houses are determined by similar price or size. Specification tests reveal that price-based measures of substitute or competing houses introduce endogeneity bias into the hedonic price function estimates. Non-nested specification tests do not provide strong support for living area-based or number-of-bedrooms-based models. But the results do support using microstructure measures that allow for asymmetric competition and shopping externalities from larger and smaller neighboring houses, a set of measures not yet employed in the literature.

Evidence of Government Subsidy on Mortgage Rate and Default: Revisited

I empirically evaluate the subsidized default insurance policy (implemented through the guarantee for government-sponsored enterprises) in the U.S. mortgage market. First, I find that the subsidy raised mortgage interest rates for loans eligible for the subsidy (conforming loans), which is contrary to conventional wisdom. I do so by applying regression discontinuity designs and using the exogenous variation generated by a mandate of the U.S. Congress. My strategy circumvents the endogeneity problem in conventional studies. Second, using various time-to-default models, I find that the subsidy raised the mortgage default probabilities of all conforming loans. The paper has important policy implications on financial regulation and financial stability: I caution regulators against interpreting the observed jumbo-conforming spread as an indication that the subsidy necessarily lowers mortgage rates and benefits conforming borrowers; highlights the adverse impact of the subsidy on financial stability; and calls for deeper housing finance reforms in the U.S. beyond the Dodd-Frank Wall Street Reform and Consumer Protection Act.

In this paper, I examine how family housing wealth affects homeownership transitions during divergent periods of credit access. I use matched parent-child data from the Panel Study of Income Dynamics, and exploit variation across local housing markets, as well as the recent housing cycle, to assess this relationship. I explore how transfers are affected by parent housing values, for different housing market experiences, and for households with renter parents in these same neighborhoods. I find that increases in parent housing values are correlated with an increased likelihood of receiving a transfer, larger transfer amounts, and an increased likelihood of transitioning to homeownership during the housing bust, but not during the housing boom. In contrast, households with renter parents in these same neighborhoods are not differentially affected by local housing market fluctuations during the housing bust. Overall, my findings suggest that family wealth matters more for home purchases when there are barriers to formal channels of mortgage borrowing.

We investigate the value of greenways by studying the impact of accessibility to Memphis Shelby Farms Greenline on surrounding housing values by looking at access measured by the cognitive distance (or straight-line distance, hereafter cognitive distance), a measure of the perceived financial benefit of greenways and nearest actual travel distance, a measure of real benefit of greenways. We measure the benefit of greenways by showing that a 3-mile actual travel distance range to greenways gives optimum distance accessibility and produces a positive premium for nearby houses. However, the cognitive distance, a method commonly used by previous research, while not practical, has a higher value impact than the actual distance. Moreover, the cognitive benefit decreases at a faster rate than the real benefit as distance to greenways increases.

In this research study, we investigate one of the most frequently debated questions in real estate development today: What impact does retail development have on surrounding residential property values? We utilize a property registry dataset that provides comprehensive records for all retail developments in a market and merge this with residential transactions data. A propensity score matching procedure is applied to condition the sample so that housing values in close proximity to retail development are related to similar properties. We estimate that new retail development has a positive and significant impact on housing values. The estimated increase is 1.5% within a 0.5 kilometer radius, dropping to 0.6% for the 1.0 kilometer radius. Thus, positive externalities resulting from new retail development appear to more than offset potential negative externalities.

The exclusive right to sell listing contract is believed to be preferable to the exclusive agency listing contract because it gives the listing broker more incentive to put effort into the sale of the home and earn a commission. Researchers have developed theory and reported evidence to support that sellers are worse off by choosing the exclusive agency contract because brokers are going to exert less effort. In this study, I frame the question differently by developing a model based on combined bargaining power rather than broker effort and show how the greater potential bargaining power of the exclusive agency contract can impact the selling price, time on market, and probability of sale.

Affordable housing policy is increasingly formulated and delivered through complex policy networks comprised of state, not-for-profit and for-profit actors. While these arrangements may generate new ideas and create space for more democratic decision-making, international case studies have shown that the devolution of policy responsibility has resulted in increasingly marketised housing solutions and reduced support for low income households. Policy network literature presents a valuable lens for analysing the degree to which state and non-state actors are capable of and willing to shape policy discourses and outcomes. This paper presents a new conceptual framework and typology for interpreting policy networks, identifying integrated vertical governance, advocacy coalitions and agenda setting and shared understandings as central to housing policy and outcomes. Drawing on 54 interviews conducted with members of affordable housing policy networks in Melbourne, Toronto, Vancouver, and Portland, the paper also provides a longitudinal, comparative analysis of policy networks in these cities. We provide insights into the implications of ‘hollowed out’ governance structures characterised by limited internal capacity and steering power. We also comment on the relative success of each city’s network in advocating for increased affordable housing outcomes.

The high cost of accommodation in the City of Sydney local government area (LGA) makes it difficult for low-income and even moderate-income households to retain their accommodation or move into the area. In response, the City of Sydney has set a target that 7.5% of housing (approximately 11,000 homes) should be affordable housing by 2030. Drawing primarily on City of Sydney and New South Wales (NSW) government publications, the article examines the endeavours by the City of Sydney to increase the quantity of affordable housing in the LGA. The article reviews the policies adopted by the City of Sydney and the challenges it faces. It shows that the overriding challenge is the reluctance of the NSW government to put in place policies that would substantially increase the quantity of affordable housing in the City of Sydney LGA. A central argument is that the NSW government’s rigid adherence to the neoliberal/financialisation of housing perspective outlined in the article, makes it extremely difficult for the state government to put in place the policies required.

In recent decades policies of renewing social housing in partnership with private developers have become widespread and critics have described such policies as state-led gentrification. Whilst resident participation in such schemes is often viewed as tokenistic, this paper presents a case of estate renewal where a well established residents’ association is having some success in influencing the outcomes of redevelopment. The residents’ association faces considerable challenges as the local authority has entered a partnership with a major developer and the majority of new homes will be for sale. Nonetheless, the residents’ association has influenced the regeneration in terms of the offers of rehousing to existing residents and in terms of maintaining their sense of place. However, many leaseholders have been displaced and there is an ongoing struggle to ensure that there is not a net loss of social rented housing. The paper highlights how sustained organisation by residents can affect the outcomes of redevelopment, but also illustrates the limitations of developer-led regeneration in meeting social objectives.

This paper confronts one of the biggest contemporary public policy conundrums globally; the challenge of decreasing housing affordability for urban residents. Aiming to align the international literature with the multitude of policy responses following the Global Financial Crisis (GFC), the paper explores ‘in-depth’, and via recontextualisation, the policy priorities and strategies designed to combat housing affordability challenges across five international cities from advanced economy countries – Berlin (Germany), Vienna (Austria), Singapore (Singapore), Sydney (Australia) and Auckland (New Zealand). Carefully guided by critical social science and heterodox political economy literatures, and based on an innovative multi-city comparative ethnography (MCCE) centred on 118 in-depth research interviews with key stakeholders, six approaches are singled out as especially prominent: (1) market-based housing supply; (2) direct price/rent control; (3) construction cost reduction; (4) non-market-based housing supply; (5) demand-side interventions; and (6) urban land market interventions. Whereas all strategies face serious tensions, contradictions and implementation barriers, the latter three interventions are more likely to have a positive and lasting impact. Based on these findings, there is a need for normative reorientation and intellectual innovation in order to expand understandings on those three interventions in the name of affordable housing for all.

Within Australia’s larger cities, we observe differences in price dynamics across different sub-periods over the period 2001–2016. A combination of housing market cycles, policy reforms and different new supply configurations offers potential explanations. Neighbourhood dwelling prices within all cities and dwelling types converged during a 2001–2006 sub-period that coincided with strong housing price growth. Shifts in monetary policy as well as tax and housing policy reforms drove this convergence by boosting demand from first homebuyers and investors. Divergence had overtaken convergence in most cities and market segments by the final 2011–2016 sub-period. We argue that falling interest rates were responsible. The findings highlight how price indices based on movements in central measures of the price distribution can offer a poor guide to housing affordability trends at different points in a city’s neighbourhood price distribution. They also suggest that monetary policy has differential effects across market segments. These effects are markedly different in periods when monetary policy is relaxed rather than tightened, and have important implications for first homebuyer accessibility and the ability of existing homeowners to trade up.

A home for xenophobia: U.S. public housing policy under Trump

Elected after espousing xenophobic rhetoric and policy proposals, President Donald Trump has pursued an anti-immigrant approach to governance that spans multiple areas of policy and practice in the U.S., including public housing. In this essay, we argue that the Trump Administration has pursued a variety of egregious examples of xenophobic policies, but far from anomalies, these actions are in keeping with the long historical tradition of xenophobia in the U.S. In the area of public housing, policy changes that seek to exclude some immigrants and their families from living in public housing allow the administration to pursue two goals simultaneously. First, it signals to President Trump’s base supporters that he is following through on his ‘America First’ campaign promises. Second, it allows the Trump Administration to frame the debate around the deservingness of tenants using public housing, distracting the public from the continuing disinvestment in this public benefit during an affordable housing crisis in the U.S.

In many countries, housing cooperatives are longstanding and stable components of housing systems, providing a range of housing options that sit between the historically dual tenure poles of renting and owning. In others, such as Australia, cooperatives represent a very small proportion of total housing stock. Such differences derive from institutional lock-in resulting from market failures, government policy and historical norms. Breaking the institutional lock-in requires evidence of the benefits of cooperative housing to demonstrate the rationale for appropriate policy frameworks. However, despite their longevity in some countries, cooperatives remain relatively under-researched, such that their purported benefits as compared to other tenure forms can be hard to assess or compare. This article provides a brief synthesis of extant literature on the benefits of cooperatives before focusing on Australia where the sector is poised for growth from a very small base. We consider the impediments and opportunities for growing the sector in Australia, which highlight issues of potential relevance to other jurisdictions with similarly nascent cooperative sectors.

Measuring aggregate housing wealth: New insights from machine learning

Abstract

We construct a new measure of aggregate housing wealth for the U.S. based on (1) home-value estimates derived from machine learning algorithms applied to detailed information on property characteristics and recent transaction prices, and (2) Census housing unit counts. According to our new measure, the timing and amplitude of the recent house-price cycle differs materially but plausibly from commonly-used measures, which are based on survey data or repeat-sales price indexes. Thus, our methodology generates estimates that should be of considerable value to researchers and policymakers interested in the dynamics of aggregate housing wealth.

Voluntary, forced, and induced renter mobility: The influence of state policies

Abstract

Why renters choose to move likely plays a role in whether the outcomes of their mobility will be positive (e.g. labor market efficiency) or negative (e.g. lower student achievement). If we can determine why renters move, lawmakers can design housing policies to foster positive mobility and reduce negative mobility. The purpose of this paper is to build on prior models of renter mobility to develop a conceptual model that can be mapped to the various effects of mobility. Within the model, I identify reasons for (im)mobility that may be receptive to housing policy intervention. As an illustration of the model, I use a difference-in-difference-in-difference (DDD) model and data from the 1981–2014 March supplements of the Current Population Survey (IPUMS-CPS) to show how various landlord-tenant policies impact the frequency of renter mobility. I use the conceptual model to hypothesize the nature of the relationship between public policy and mobility. Results indicate policies regulating late fees and self-help remedies play a role in reducing renter mobility. While all policies tested here do not have a significant effect on renter mobility, the impact of some policies highlights the need for targeted, evidence-driven interventions.

Abstract

The inter-connectedness of workers’ residential locations and job opportunities is a key determinant of labor market outcomes. This study provides an analysis of the spatial distributions of job accessibility, housing rents, and poverty in a large African city. In Nairobi, Kenya, workers and jobs are not well connected: On average, residents can access fewer than 10 percent of existing jobs by foot within an hour. Even using a minibus, they can reach only about a quarter of jobs. This study further demonstrates that poorer households and residents living in informal settlements are even more limited. Living closer to job opportunities is costly in Nairobi. Not only are housing quality and living conditions frequently better in such areas, but the high value placed on job accessibility also makes these areas more expensive. This severely affects the residential location choices of low-income households.

The price of access to jobs: Bid-function envelopes for commuting costs

Abstract

The relationship between commuting costs and housing prices is a key determinant of urban residential structure. This paper provides the first estimates of both housing/commuting bid functions of heterogeneous households and the associated bid-function envelope. This approach clarifies the distinction between movement along a household's bid function and a change in the slope of the envelope caused by household sorting. It also leads to tests of the hypotheses that households sort according to the slopes of their bid functions and that higher-income households tend to live farther from worksites. Estimates based on house sales in the Cleveland area in 2000 largely support these two hypotheses and indicate that the price of housing may be as much as one-third lower at a location that is 34 minutes from a worksite than it is at a location that requires a minimal commute, all else equal.

Homophobia and the home search: Rental market discrimination against same-sex couples in rural and urban housing markets

Abstract

Previous research has found discrimination against same-sex couples in the rental housing market. However, no studies have tested in rural markets, even though anti-LGBT attitudes may be more prevalent there due to conservative social norms and less frequent contact with LGBT people. I study whether the rate of discrimination against same-sex couples differs between rural and urban rental housing markets. I use a matched correspondence test design, sending email inquiries about the availability of rental homes to 445 landlords in 28 markets posing as either a same-sex or opposite-sex couple. Results compare rates of positive response between these groups, suggesting that landlords do not respond at substantially different rates to inquiries from same-sex or opposite-sex couples in rural or urban markets, nor do response rates differ between states with anti-discrimination ordinances and those without.

Abstract

This paper studies the housing careers of renters and homeowners before, during and after the Great Recession by using the concept of the housing ladder. Based on Dutch administrative data, we find that renters and homeowners were less likely to climb the housing ladder during the Great Recession than before and that these upward movement rates recovered to pre-recession levels afterwards. The negative recession effect was driven by a decreased probability of moving to privately owned housing. The decrease in the probability of house buying may be explained by low consumer confidence, housing price uncertainty and a limited supply of housing due to loss aversion.

Land leverage and the housing market: Evidence from Germany

Abstract

This paper modifies a conventional empirical macroeconomic model of the housing market to demonstrate the pivotal role of land prices not only for house prices but also for housing supply. Building on the land leverage hypothesis, the impacts of macroeconomic shocks are shown to differ in magnitude but not in sign for the construction and land price component of house prices. We argue that land prices are an important channel of shock transmission to residential investment. The model features a supply response, which is allowed to vary depending on whether the macroeconomic impulses are transmitted via construction or land prices. The positive supply effects of expansionary shocks work via their positive effects on land prices. In contrast, construction price rises in an improving macroeconomic environment tend to dampen residential investment, while they add upward pressure to overall house prices. Through the lens of the model we provide typical elasticities for the German housing market.

Pitfalls in the cointegration analysis of housing prices with the macroeconomy: Evidence from OECD countries

Abstract

We use data from 20 OECD countries to show strong evidence for the existence of cross-section dependence in international housing prices. This structural relationship is important to consider when studying housing prices panels. First, we implement first-generation tests (tests which assume cross-section independence) and find no evidence for stationarity or cointegration. However, we find strong evidence for stationarity and cointegration when we employ second-generation tests (tests which assume cross-section dependence). The spurious results of the former tests may lead researchers on housing prices dynamics to inaccurate conclusions with the potential to ill-inform policy-makers.

Dwellings become home through the social, emotional and psychological meanings that dwellers attach to them. These meanings often revolve around home as a haven, a site of autonomy and a vehicle for the expression of social status. Yet, homes can also be unmade, not only through external acts of ‘domicide’, but also through networks of local social relations in which homes are embedded, such as those with neighbours. This paper explores the role of “unneighbourliness” in home unmaking as recounted by clients of neighbourhood mediation services in Queensland, Australia. It shows that disputes with neighbours can undermine one’s sense of home as haven, autonomy and status. But it also reveals how home (un)making occurs as a dialectic in the context of physical proximity and shared boundaries between residential dwellings where the homemaking practices of one neighbour spill over into, and impede, the sense of home of another.

Shared room housing is a growing private rental submarket, which offers flexible and affordable rental sub-lettings for sharing a bedroom or living room with non-related tenants. However, research exploring the living experiences and home-making practices of shared room tenants is sparse. Drawing on an empirical base of shared room housing experiences in Sydney (online survey n = 103, in-depth interviews n = 35), this paper provides insights on how these residents strive to achieve the material, social and emotional elements of home while dealing with insecure occupancies and maintaining multiplex relations with non-related roommates and housemates. In response to shifting spatial, material and social configurations, home in shared room housing emerges as an ever-changing process of (re)making and unmaking.

Housing plays a significant role in impelling demand for natural resources and driving economic growth in high-income countries. Public policies, commercial prerogatives, and other inducements have encouraged construction and occupancy of ever-larger homes and this pattern has persisted in the face of decreasing household size, declining fertility, ageing populations, and increasing complexity of domestic relationships. This situation has created a perverse mismatch between available housing stocks and residential requirements. Additionally, imperatives to curtail greenhouse-gas emissions and to hasten progress on the United Nations 2030 Agenda demand new planning priorities. Building on the sufficiency turn in the field of sustainable consumption, this paper first formulates parameters for estimating an environmentally tenable and globally equitable amount of per person living area. It then highlights five emblematic cases of “space-efficient” housing. While acknowledging that prevalent spatial norms are evolving, the conclusion discusses the profound challenges of achieving a successful sustainable consumption transition.

This paper examines the impact of streetscape design on correlates of social interaction in low-density suburbs. While much research has investigated the impact on social interaction of the physical environment in high-density contexts, few studies have found evidence elucidating how neighbourhood design can improve suburban social interaction. Analyses examined the extent to which three “neighbourhood experience” factors – Neighbourhood contentment; Active socializing and Accessibility – are impacted by the acceptable provision of some streetscape characteristics. The findings show that neighbourhood experience was significantly different between three suburbs, and that good streetscape design had significantly predicted Neighbourhood contentment and Accessibility, even when allowing for the interaction of socio-demographic variables. It was also found that social demographic characteristics – in particular length of residence, but also the number of children and income – significantly impact Active socializing and have independent influence compared to physical design.

This paper examines the negotiated everyday experiences of Jewish Litvish people in London and Jerusalem, exploring ideas of transcendence and immanence in these spaces. By uncovering the relations between religious identity and boundary-making in urban settings, the paper exposes the latent social, organizational, and spatial mechanisms that determine communal demarcation lines in the everyday life of city spaces. We argue that to examine such processes, one must refer to the social system that drives local processes and the values that communities draw their strength from. Empirically, we compare the mechanisms the Haredi (strictly orthodox Jews) -Litvish communities in Jerusalem and London use to delineate areas between immanence and transcendence in city life. The findings point to planners’ need to better understand how individuals cooperate and how community leaders are involved in developing urban structure.

 

本論文は、ロンドンとエルサレムにおけるユダヤ教リトヴィシュ派の人々の交渉による日常体験を検証し、これらの空間における超越と内在の観念を探求する。都市環境における宗教的アイデンティティと境界形成の関係を明らかにすることで、都市空間の日常生活における共同体の境界線を決定する潜在的な社会的、組織的、空間的メカニズムを明らかにする。このようなプロセスを検証するためには、ローカルなプロセスを推進する社会システムと、コミュニティがその力を引き出す価値観に言及しなければならないと主張する。実証的に、エルサレムとロンドンのハレディ(厳格な正統派ユダヤ教徒)・リトビッシュ・コミュニティが、都市生活において内在と超越の間の領域を区切るために用いているメカニズムを比較する。その結果、プランナーは、個人がどのように協力し、コミュニティのリーダーがどのように都市構造の発展に関与しているかをよりよく理解する必要があることがわかった。

Welcome to the second issue in the fourteenth volume of the International Journal of Housing Markets and Analysis. The ten papers published in this issue have passed through a double blind refereeing process where special acknowledgement is given to the contribution of leading researchers in their critical expert reviewer role. This issue aligns with the core objective of the journal where housing research is published relating to a cross section of developed and developing countries. The varying research methodologies and approaches to data collection and analysis also support the scope of this journal and the high level of support for innovation and creativeness.

 

The first paper investigates the structure of a fund that could potentially be developed to attract investment in affordable housing initiatives in Malaysia. In this process the research proposed a structure for a property trust fund serving as the investment vehicle. The findings confirm a dynamic fund structure should to be adopted, which in turn would allow for the fund to evolve in the future. It was demonstrated there were valuable insights for policymakers and investment banks when structuring investment vehicles to attract investment from investors in affordable housing. The second paper analyses the median price for existing single-family housing units in Las Cruces, New Mexico. A theoretical model is first developed to account for the interaction between supply and demand factors in housing markets. The variables examined in the analysis include real per capita income, housing stock, real mortgage rates, real apartment rents and also the median real price of single-family units in the USA. The data covered the time period between 1971 and 2017 with the parameter estimation completed using generalised least squares. The findings confirmed the model was reliable only in certain scenarios. For example, the level of housing prices in Las Cruces was correlated with local income and national housing prices. Note the results were only partly successful so future research in other geographical areas will be required to ascertain if the outcomes were unique to Las Cruces.

 

The third paper examines to what extent the conventional mortgage system is suitable for providing household finance in the USA. This is arguably because it encourages equity extraction and excessive leverage during housing booms and, therefore, often leads to negative equity in a housing bust, being a scenario associated with mortgage defaults and foreclosures. Alternatively, the authors hypothesise that home financing could potentially be structured as a diminishing partnership preventing the homeowner from having negative equity. The methodology used Johansen’s cointegration test to examine the long-run relationship between delinquency rates, volume of refinancing and variations in house price indexes between 1994 and 2019. The methodology also used a granger causality test to show the volume of refinancing and changes in the HPI granger cause default rates. Under the current conventional mortgage system the findings confirmed that excessive refinancing opportunities and equity extraction are the main factors affecting delinquency rates and leading to non-sustainable homeownership. It was found there is a need for a new model of household finance to avoid the triggers of mortgage defaults.

 

The fourth paper examines the “Youth Jeonse Rental Housing Program” being provided within the housing market in Korea. It investigated the theoretical values relating to public housing and also considered the effect of the program on regional house prices. The study developed three hedonic price models based on Korea’s housing market, being designated “ownership”, “jeonse” and “rental” models. In addition, it used a hierarchical linear model to incorporate variables at both the individual house level and also the regional level variables. The findings showed that youth rental housing had no effect on falling prices in the region, being in contrast to long-term rental housing. It also confirmed the policies based on a regional tenure system are more effective towards social mix than existing public housing policies. In addition the findings confirmed the potential for using mixed pathways other than only demand or supply policies.

 

The fifth paper examines the house market in Texas, USA. It focusses on trends in housing liquidity and pricing by analysing macroeconomic factors that vary at both the national level and at metropolitan statistical area level. In addition, there was an examination of seasonality in all of the metropolitan statistical areas. The methodology is based on an analysis of all housing markets at the metropolitan statistical area level in Texas to better understand the factors driving liquidity and pricing. It is based on two measures of liquidity, being the time to sell the house; and sales-to-list ratio. The findings confirm there is a significant impact from listing prices, unemployment rates, 30-year mortgage rates, consumer sentiment and oil price changes on the liquidity of the housing markets and decisions of sellers to adjust the prices down. Most importantly this is the first initial study to examine housing liquidity and pricing trends for multiple housing markets in Texas. In addition the findings provided evidence surrounding the importance of oil prices for the housing markets in Texas metropolitan statistical areas.

 

The sixth paper investigates the level of homeownership for young adults in Jakarta, Indonesia. This country, having the fourth highest population in the world, faces substantial challenges regarding homeownership opportunities for newly formed households. Despite the importance of these cohorts, no previous research has investigated the drivers of homeownership among young adults in Jakarta, Indonesia. The results confirm homeownership is primarily driven by factors that are more functional and realistic (i.e. in terms of a place to live, marriage and parenthood) in contrast to factors related to pride or social status representation (i.e. as a personal or career accomplishment). It was noted both unaffordability and lower income were ranked as crucial barriers to homeownership. It was argued that increasing the supply of affordable housing, controlling housing prices through government intervention and also reducing mortgage interests were potential solutions to this housing affordability problem.

 

The seventh paper proposed a model to examine the dimensions of Residential Quality and Housing Adequacy (RQHA), Social Housing Provision (SHP) and Residents’ Quality of Life (RQOL) by social housing residents living in Batna, Algeria. The methodology used a quantitative approach via self-administered questionnaires to social housing residents. The data was analysed using descriptive statistics, exploratory factor analysis (EFA) with principal component analysis (PCA) and confirmatory factor analysis (CFA). The findings confirmed the reliability of the indices where RQHA is presented by three sub-constructs, namely, Satisfaction with Housing Adequacy (SHA), Satisfaction with Current Neighbourhood (SCN) and Satisfaction with Housing Design (SHD). In addition the constructs of SHP and RQOL were each explained by seven items. The findings identified correlation between the RQHA, SHP and RQOL constructs. These research outcomes would be useful for the relevant bodies to improve the levels of social housing quality, adequacy and provision.

 

The eighth paper proposes a new indicator of product differentiation in the mortgage market in Italy. This approach is used to examine how the double crisis, local market competition and bank-specific characteristics have influenced the supply of non-conventional mortgages in Italy. The methodology examined a survey of 400 Italian banks between 2006 and 2013 undertaken by the Bank of Italy to construct a new indicator for product differentation in the mortgage market. This involved estimating probit and OLS models using panel data at a bank-time level. The findings suggest the diversification process in the Italian household mortgage market during the double crisis had slowed. After controlling for banks and local markets it was found that larger, less risky banks and the banks with adopted scoring systems were more likely to offer non-conventional mortgages. In addition, the banks operating in more competitive markets and in markets where other banks offer non-conventional loans tend to diversify their supply. These findings suggest the structure of local markets is important and there could be a non-price competition effect among banks in providing differentiated mortgage contracts.

 

The ninth paper was motivated by recent evidence that securitised real estate returns exhibit higher levels of predictability than stock market returns. Furthermore it was viewed that feedback trading can induce returns autocorrelation and market volatility. The research objective was to examine the impact of feedback trading strategies on long-term market volatility in eight international real estate markets, namely, UK, Germany, France, Italy, Sweden, Australia, Japan and Hong Kong. The authors used an advanced econometric methodology to test the assumption that the return autocorrelation may vary over time and the impact of positive or negative feedback trading could be a function of return volatility. To introduce a volatility term in the mean return equation of positive feedback trading or negative feedback trading model, the methodology used the original FIGARCH (1,d,1) methodology as initially proposed by Baillie et al. (1996). The findings were mixed, indicating that both positive and negative feedback trading strategies persist. There was positive feedback trading detected in the real estate markets of Sweden and Italy as opposed to the real estate markets of Australia, UK, Germany, France and Hong Kong where negative feedback trading was present. An exception was the Japanese real estate market although with limited feedback trading strategies to examine.

 

The tenth paper from Malaysia aimed to identify a suitable delivery mechanism to increase awareness of the house-buying process among millennials in Kuala Lumpur. It is argued that millennials would have an improved insight about what type of house they can afford and how much equity they need to save to own a house if they fully understood the house-buying process. A quantitative approach was used via questionnaires where the data analysis was undertaken via descriptive analysis, central tendency and cross-tabulation analysis. The findings confirmed most millennials in Kuala Lumpur possessed a low awareness of the overall process for purchasing a home. The paper included suggestions for the government to adopt these findings and provide an online delivery mechanism that is both attractive and easily accessible for millennials located in Kuala Lumpur.

2つ目の論文は、ニューメキシコ州ラスクルーセスの既存一戸建て住宅の中央価格について分析したものである。まず、住宅市場における供給要因と需要要因の相互作用を説明するための理論モデルを構築した。分析で検討された変数には、一人当たり実質所得、住宅ストック、実質住宅ローン金利、実質アパート家賃、さらに米国の一戸建て住宅の実質価格の中央値が含まれる。データは1971年から2017年までの期間をカバーし、パラメータ推定は一般化最小二乗法を用いて行われた。その結果、モデルは特定のシナリオにおいてのみ信頼できることが確認された。例えば、ラスクルーセスの住宅価格の水準は、地元の所得および全米の住宅価格と相関していた。なお、この結果は部分的にしか成功していないため、この結果がラスクルーセスに特有のものであるかどうかを確認するためには、他の地理的地域における今後の調査が必要である。

 

第3の論文は、従来の住宅ローン制度が米国の家計金融にどの程度適しているかを検証したものである。その理由は、住宅ブーム時にはエクイティの引き出しと過度のレバレッジを助長し、それゆえ住宅バブル時にはしばしばネガティブ・エクイティに陥り、住宅ローンのデフォルトや差し押さえに関連するシナリオとなるからである。別の方法として、著者らは、住宅融資を、住宅所有者が負のエクイティを持つことを防ぐ逓減的パートナーシップとして構成できる可能性があるという仮説を立てている。手法としては、ヨハンセンのコインテグレーション検定を用い、1994年から2019年にかけての延滞率、借り換え件数、住宅価格指数の変動の間の長期的な関係を検証した。また、グレンジャー因果性検定を用いて、借換量と住宅価格指数の長期的な関係を検証した。現在の従来の住宅ローン制度の下では、過剰な借り換えの機会とエクイティの引き出しが、延滞率に影響を与え、持続不可能な住宅所有につながる主な要因であることが確認された。住宅ローンの債務不履行の引き金を避けるためには、家計金融の新しいモデルが必要であることがわかった。

 

第4論文は、韓国の住宅市場で提供されている「青少年チョンセ賃貸住宅プログラム」について検討したものである。この論文では、公共住宅に関する理論的価値を調査するとともに、このプログラムが地域の住宅価格に及ぼす影響についても考察している。本研究では、韓国の住宅市場に基づき、「所有」、「チョンセ」、「賃貸」の3つのヘドニック価格モデルを開発した。さらに、階層的線形モデルを用いて、個々の住宅レベルの変数と地域レベルの変数の両方を組み込んだ。その結果、若者向け賃貸住宅は、長期賃貸住宅とは対照的に、地域の価格下落に影響を及ぼさないことが示された。また、地域型借家制度に基づく政策は、既存の公的住宅政策よりもソーシャルミックスに効果的であることが確認された。さらに、需要政策や供給政策だけでなく、ミックス経路を利用する可能性も確認された。

 

第5論文は、米国テキサス州の住宅市場について検討したものである。この論文では、国レベルと都市統計地域レベルの両方で異なるマクロ経済要因を分析することによって、住宅の流動性と価格設定の傾向に焦点を当てている。さらに、すべての都市統計地域における季節性についても検証した。この方法は、テキサス州の都市統計地域レベルの全住宅市場の分析に基づいており、流動性と価格設定の原動力となっている要因をよりよく理解することを目的としている。流動性の指標は、住宅を売却するまでの期間と販売対リスト比率の2つである。その結果、上場価格、失業率、30年ローン金利、消費者心理、原油価格の変動が、住宅市場の流動性と売り手が価格を下げる決断に大きな影響を与えることが確認された。最も重要なことは、テキサス州の複数の住宅市場について、住宅の流動性と価格動向を調査した初めての初期研究であるということである。さらに、テキサス州の都市統計地域の住宅市場にとって石油価格が重要であることを示す証拠も得られた。

 

第6論文は、インドネシアジャカルタにおける若年層の住宅所有の水準について調査したものである。この国は世界で4番目に人口が多い国であるが、新しく形成された世帯の住宅所有の機会に関して大きな課題に直面している。このようなコーホートは重要であるにもかかわらず、インドネシアジャカルタの若年層における持ち家取得の促進要因について調査した先行研究はない。その結果、持ち家を持つようになったのは、プライドや社会的地位の表出(個人的な達成感やキャリアの達成感など)に関する要因とは対照的に、より機能的で現実的な要因(住む場所、結婚、子育てなど)が主な要因であることが確認された。住宅取得の決定的な障壁として、手の届きにくさと低所得の両方がランク付けされていることが指摘された。手頃な価格の住宅の供給を増やし、政府の介入によって住宅価格をコントロールし、さらに住宅ローンの金利を引き下げることが、この住宅取得可能性の問題に対する潜在的な解決策であると主張した。

 

7番目の論文は、アルジェリアのバトナに住む社会住宅居住者による、住宅の質と住宅の妥当性(RQHA)、社会住宅供給(SHP)、居住者の生活の質(RQOL)の次元を検討するモデルを提案したものである。方法は、社会住宅居住者への自記式アンケートによる定量的アプローチを用いた。データは記述統計、主成分分析(PCA)を用いた探索的因子分析(EFA)、確証的因子分析(CFA)を用いて分析した。その結果、RQHAは3つの下位構成要素、すなわち、住宅適正に対する満足度(SHA)、現在の近隣環境に対する満足度(SCN)、住宅設計に対する満足度(SHD)によって示され、指標の信頼性が確認された。さらに、SHPとRQOLの構成要素はそれぞれ7項目で説明された。その結果、RQHA、SHP、RQOLの構成要素間の相関が確認された。これらの研究成果は、社会住宅の質、適切性、提供のレベルを向上させるために、関係機関にとって有用であろう。

 

第8論文は、イタリアの住宅ローン市場における商品差別化の新しい指標を提案するものである。このアプローチは、二重の危機、地域の市場競争、銀行固有の特性が、イタリアにおける非従来型住宅ローンの供給にどのような影響を与えたかを検証するために用いられている。方法論は、住宅ローン市場における商品の差別化に関する新しい指標を構築するために、イタリア銀行が2006年から2013年にかけて実施したイタリアの銀行400行を対象とした調査を調査した。これには、銀行時間レベルのパネルデータを用いたプロビットモデルとOLSモデルの推定が含まれる。その結果、二重の危機の間、イタリアの家庭用住宅ローン市場における多様化プロセスは鈍化していたことが示唆された。銀行と地域市場をコントロールした結果、規模が大きくリスクの少ない銀行とスコアリング・システムを採用している銀行ほど、非従来型住宅ローンを提供する傾向が強いことがわかった。さらに、より競争の激しい市場や、他の銀行が非従来型ローンを提供している市場で営業している銀行は、供給を多様化する傾向がある。これらの結果は、地域市場の構造が重要であり、差別化された住宅ローン契約を提供する際に銀行間で非価格競争効果が存在する可能性を示唆している。

Abstract

Purpose

The purpose of this study is to explore potential fund-raising option that can be developed to attract investment in affordable housing initiatives in Malaysia. In doing so, the study undertakes to discuss the viability of the property trust fund structure as an investment vehicle.

 

Design/methodology/approach

The study uses a qualitative design that involves the use of semi-structured questionnaires as a data collection strategy. A total number of ten experts were selected for the interview using critical case sampling scheme based on the purposive sampling strategy.

 

Findings

The study discovers that a dynamic fund structure – one that allows for the fund to evolve with changing circumstances and needs – can be adopted. This fund structure comprises a fund that can be initially established as a closed-ended fund. Then, with sufficient track record, the fund can be transformed into a public real estate investment trust, with the prospect of tapping into capital market via issuance of sukuk in the future. The fund can also adopt mezzanine structure of funding, which may reduce investors’ risks with minimal government intervention.

 

Research limitations/implications

The findings of this study illustrate the potential of fund-raising options from the perspective of institutional investors and regulators. Future research could explore government’s view and focus on the policy options.

 

Practical implications

The findings may provide valuable insight into alternative fund-raising options for affordable housing projects for policymakers and investment banks.

 

Social implications

The fund-raising options incorporate minimal government participation yet pose low risks to investors, creating a low-risk asset suitable for social investment.

 

Originality/value

This study outlines the mechanism to increase affordable housing supply in the market, by attracting institutional investors to invest in this dynamic fund structure initiative. As there are limited discussions on attracting funding for affordable housing developments, it is hoped that this paper will spark further debate and discussion among the academicians and policymakers.

本研究の目的は、マレーシアにおけるアフォーダブル・ハウジングへの投資を呼び込むために開発可能な、潜在的な資金調達オプションを探ることである。そうすることで、投資手段としての不動産信託ファンド構造の実行可能性について議論する。

 

デザイン/方法論/アプローチ

本研究では、データ収集戦略として、半構造化質問票を用いた定性的なデザインを採用している。合計10名の専門家が、目的サンプリング戦略に基づくクリティカル・ケース・サンプリング方式を用いてインタビューの対象として選ばれた。

 

調査結果

本研究は、ダイナミックなファンド構造(状況やニーズの変化に応じてファンドが進化することを可能にする構造)を採用できることを発見した。このファンド構造は、当初はクローズドエンド型ファンドとして設立される。その後、十分な実績を積めば、ファンドを公募不動産投資信託に変身させ、将来的にはスクークを発行して資本市場に参入することも可能である。また、ファンドの資金調達にメザニン構造を採用することで、政府の介入を最小限に抑えながら投資家のリスクを軽減することも可能である。

 

研究の限界と示唆

本研究の結果は、機関投資家と規制当局の視点から、資金調達オプションの可能性を示している。今後の研究では、政府の見解を探り、政策オプションに焦点を当てることができるだろう。

 

実際的インプリケーション

今回の調査結果は、政策立案者や投資銀行にとって、アフォーダブル・ハウジング・プロジェクトにおける代替的な資金調達方法に関する貴重な知見を提供するものである。

Purpose

This paper aims to analyze the median price for existing single-family housing units in Las Cruces, New Mexico. The proposed theoretical model accounts for the interplay between supply and demand sides of a metropolitan housing market.

 

Design/methodology/approach

This study analyzes the median price for existing single-family housing units in Las Cruces, New Mexico. The proposed theoretical model accounts for the interplay between supply and demand sides of a metropolitan housing market. Explanatory variables used in the analysis are real per capita income, the housing stock, real mortgage rates, real apartment rents and the median real price of single-family units in the USA. Annual frequency data are collected for a 1971–2017 sample period. Parameter estimation is completed using two-stage generalized least squares. Empirical results confirm several, but not all, of the hypotheses associated with the underlying analytical model. In particular, Las Cruces housing prices are found to be reliably correlated with local income and national housing prices.

Local income fluctuations and national housing price fluctuations appear to be reliably related to housing price fluctuations for this metropolitan economy.

 

Originality/value

Comparatively little housing market research has been conducted for small and medium size urban economies. There is no guarantee that results obtained for large metropolitan housing markets are representative of smaller regional housing markets. The model developed has fairly moderate data requirements and may be applicable to other small and medium size economies such as Las Cruces.

Purpose

The purpose of this study is to demonstrate that the conventional mortgage system is not appropriate for household finance because it encourages equity extraction and excessive leverage during housing boom and leads to negative equity during a housing bust, a situation that translates into mortgage defaults and foreclosures. Home financing could alternatively be structured as a diminishing partnership preventing the homeowner from ever having negative equity.

 

Design/methodology/approach

Using Johansen’s cointegration test, the authors provide evidence of a long-run relationship between the delinquency rates, volume of refinancing and the change in house price index (HPI) during the 1994–2019 period. To unravel the short run dynamics between these variables, the authors used a Granger causality test that concludes that the volume of refinancing and the change in the HPI Granger cause default rates.

 

Findings

The authors provide evidence that under the current conventional mortgage system, excessive refinancing opportunities and equity extraction that are the main factors determining delinquency rates leading to a non-sustainable homeownership.

 

Practical implications

If mortgages were such that they do not incentivize defaults and foreclosures during a housing downturn, the recovery of the housing market always leads to capital gains. Therefore, disincentivizing refinancing and equity extraction would lead to a more sustainable homeownership.

 

Social implications

Households would be encouraged to pursue sustainable homeownership through a partnership-based model with long-term wealth accumulation for themselves and their heirs rather than short-term home ownership through the conventional mortgage system, leading to negative equity and defaults when the housing market slumps.

 

Originality/value

Policymakers ought to rethink the mortgage design by promoting partnership-based finance to protect the equity a household accumulates over a lifetime and thereby enhancing stable and sustainable homeownership.

Abstract

Purpose

This study aims to introduce the Youth Jeonse Rental Housing Program using the unique characteristics of the Korean housing market to explain its theoretical value in the current theoretical landscape of public housing and to identify the effect of the program on the regional housing price.

 

Design/methodology/approach

This study uses three hedonic price models on the basis of Korea’s housing market, namely, own, jeonse and rent models. Moreover, it uses the hierarchical linear model to include both house- and region-level variables.

 

Findings

Analysis shows that youth rental housing has no effect on falling prices in the region unlike long-term rental housing. Thus, the policies using regional tenure system are more effective in the social mix than existing public housing policies.

 

Originality/value

This study introduces the program using Korea’s unique tenure system called jeonse, arguing its advantages for the supplier, recipients and regional neighborhoods. Suppliers can easily provide affordable housing at a low economic and administrative cost, whereas recipients can easily mix socially, have broad housing choices and a fighting chance for a stable life. Additionally, this policy has a low negative impact on the region. Furthermore, this study theoretically presents the potential for mixed paths other than demand or supply policies. It introduces and analyzes special policy objectives for youth housing problems.

Purpose

This paper aims to use statistical analyses to understand the trends on housing liquidity and pricing by accounting for macroeconomic factors that vary at national level and at metropolitan statistical area level for all metropolitan statistical areas in Texas. In addition, the authors test for seasonality in all the metropolitan statistical areas in Texas.

 

Design/methodology/approach

Using publicly available data from Zillow a listing website, the authors conduct an analysis of all housing markets at metropolitan statistical area level in Texas to understand the factors that drive the liquidity and pricing. The authors use two measures for liquidity, namely, time to sell the house and sales to list ratio. The authors also try to understand the decision to lower the price of the listed houses. In addition, the authors conduct a test for seasonality within the year in these housing markets.

 

Findings

The analyses conclude that there is a significant impact of listing prices, unemployment rates, 30-year mortgage rates, consumer sentiment and oil price changes on the liquidity of the housing markets and decisions of sellers to adjust the prices down. In addition, the authors provide evidence of the existence of seasonality in most metropolitan statistical areas in Texas both for pricing and volume of transactions.

 

Originality/value

This is the first study to look at housing liquidity and pricing trends for about 25 markets in Texas. In addition, the authors provide evidence of the importance of oil prices for the housing markets in Texas metropolitan statistical areas.

Purpose

Homeownership, especially for young adults, is a significant challenge in nearly every country and Indonesia, the fourth most populous country in the world, is not exempted. Its capital city, Jakarta, has the lowest homeownership rate when compared with other cities and if this challenge remains unresolved, it could lead to more social and economic issues in the country. Hence, this study aims to investigate the homeownership of young adults in Jakarta, focussing on young adults’ opinions, perceptions and experiences regarding homeownership opportunities.

 

Design/methodology/approach

A questionnaire survey was conducted to collect data from young adults in the study area. The collected data were analysed using the statistical package for the social sciences 24.0 software. Descriptive analysis, Cronbach’s alpha test, Pearson’s correlation test and mean score ranking were adopted to analyse the collected data.

 

Findings

The result shows that homeownership is driven by factors that are more functional and realistic (in terms of a place to live, marriage and parenthood) rather than those related to pride or social status representation (as a personal or career accomplishment). Unaffordability and insufficient income were ranked as crucial barriers to homeownership. Increasing the supply of affordable housing, controlling housing prices through government’s intervention and reducing mortgage interests are potential solutions to address this issue.

 

Practical implications

The result of this research would be useful to young adults who are the participants of this study, property developers, lending institutions and the government concerning homeownership policy formulation, loan provision, affordable housing supply, etc.

 

Originality/value

Specific studies that focussed on the young adults’ homeownership in Jakarta, Indonesia is limited, therefore, this research provides an insight into the issue of young adults’ homeownership in the country. Also, the findings could be applicable in other developing countries that have similar characteristics to Indonesia.

その結果、持ち家を持つことは、(個人的な、あるいはキャリア上の達成としての)誇りや社会的地位の表現に関連した要因よりも、より機能的で現実的な要因(住む場所、結婚、子育てという観点から)によって推進されていることが示された。住宅取得の決定的な障壁として、手の届きにくさと収入不足がランク付けされた。手頃な価格の住宅の供給を増やし、政府の介入によって住宅価格をコントロールし、住宅ローンの利息を減らすことが、この問題に対処するための潜在的な解決策である。

 

実践的インプリケーション

本研究の結果は、本研究の参加者である若年成人、不動産開発業者、融資機関、政府にとって、住宅取得政策の立案、融資の提供、手頃な価格の住宅供給等に関して有益であろう。

Abstract

Purpose

The purpose of this study is to develop a measurement model and measure the dimensions of Residential Quality and Housing Adequacy (RQHA), Social Housing Provision (SHP) and Residents’ Quality of Life (RQOL) by social housing residents in Batna city, Algeria.

 

Design/methodology/approach

This study used a quantitative approach through the distribution of a self-administered questionnaire. A total of 373 useable questionnaires were collected from social housing residents in Batna city and used for the analysis. The data were analysed using descriptive statistics, exploratory factor analysis with principal component analysis through SPSS and confirmatory factor analysis using AMOS.

 

Findings

The measurement model revealed good fit of indices indicating that RQHA is presented by three sub-constructs, namely satisfaction with housing adequacy, satisfaction with current neighbourhood and satisfaction with housing design. In addition, the constructs of SHP and RQOL were measured by seven items each. The measurement model provides empirical evidence of the correlation between RQHA, SHP and RQOL constructs.

 

Practical implications

The findings of this study contribute significantly to government, housing stakeholders, architects, project managers and urban planners in the context of social housing policymakers, design, planning and construction. The finding would be helpful to ameliorate housing quality, adequacy, provision and RQOL in terms of social housing scheme.

 

Originality/value

This study identifies the correlation between constructs (RQHA, SHP and RQOL) and their dimensions in the context of social housing in Batna city by validating a measurement model using CFA.

本研究で得られた知見は、政府、住宅関係者、建築家、プロジェクト・マネージャー、都市プランナーにとって、社会住宅の政策立案、設計、計画、建設に大きく貢献するものである。この知見は、社会住宅計画における住宅の質、妥当性、供給、RQOLの改善に役立つであろう。

Purpose

This paper aims to propose a new indicator of product differentiation in the mortgage market and use it to examine how the double crisis, local market competition and bank-specific characteristics have influenced the supply of non-conventional mortgages in Italy.

 

Design/methodology/approach

This paper uses a special Bank of Italy’s survey on 400 Italian banks over the period 2006–2013, to compute a new indicator for product differentiation in the mortgage market. This paper considers mortgage with non-conventional characteristics: loan-to-value ratio greater than 80%; duration longer than 30 years or with a flexible maturity. This paper estimates probit and ordinary least squares (OLS) models using panel data at bank-time level.

 

Findings

The findings suggest that during the double crisis that hit the Italian economy between 2008 and 2013, the diversification process in the Italian household mortgage market slowed down. Controlling for banks’ and local markets’ this study finds that larger, less risky banks and those that have adopted scoring systems are more likely to offer non-conventional mortgages; moreover, banks operating in more competitive markets and in markets where other banks offer non-conventional loans tend to diversify their supply more. Most of these indications are confirmed by analyzing the quantities actually granted. These results suggest that the structure of the local markets does matter, and that there could be a non-price competition effect among banks in providing differentiated mortgage contracts.

 

Originality/value

The indicator, computed using data at bank level drawn from a special Bank of Italy’s survey, goes beyond the standard approach on product differentiation followed in the empirical literature, mainly base on the dichotomy between fixed and variable lending rates. Furthermore, to best of the authors’ knowledge, so far there is no empirical evidence on the supply-side factors that influenced the diversification of mortgages’ contractual terms during the crisis; particularly, there is no evidence on the role of local market competition and bank-specific features. This paper contributes to fill this gap in the literature.

本指標は、イタリア中銀の特別調査から抽出した銀行レベルのデータを用いて算出したものであり、主に固定金利と変動金利の二項対立に基づく、実証的文献で踏襲されている商品差別化に関する標準的なアプローチを超えるものである。さらに、筆者らの知る限りでは、危機時における住宅ローンの契約条件の多様化に影響を与えた供給サイドの要因に関する実証的証拠は今のところない。本稿は、この文献のギャップを埋めることに貢献するものである。

Abstract

Purpose

Motivated by recent evidence that securitized real estate returns exhibit higher levels of predictability than stock market returns and that feedback trading (FT) can induce returns autocorrelation and market volatility, the purpose of this study is to examine the impact of FT strategies on long-term market volatility of eight international real estate markets (UK, Germany, France, Italy, Sweden, Australia, Japan and Hong Kong).

 

Design/methodology/approach

Assuming that the return autocorrelation may vary over time and the impact of positive feedback trading (PFT) or negative feedback trading (NFT) could be a function of return volatility, the authors use a combination of a FT model and a fractionally integrated Generalized AutoRegressive Conditional Heteroskedasticity (GARCH) model.

 

Findings

The results are mixed, revealing that both PFT and NFT strategies persist. Specifically, the authors detect PFT in the real estate markets of France, Hong Kong and Italy as opposed to the real estate markets of Australia, Germany, Japan and Sweden where NFT was present. A noteworthy exception is the UK real estate market, with important and rational FT strategies to sustain. With respect to the long-term volatility persistence, this seems to capture the mean reversion of real estate returns in the UK and Hong Kong markets. In general, the results are not consistent with those reported in previous studies because NFT dominates PFT in the majority of real estate markets under consideration.

 

Originality/value

The main contribution of this study is the investigation of the link between short-term PFT or NFT and long-term volatility in eight international real estate markets, symmetrically. Particular attention has been given to the link between short-term FT and long-term volatility, by means of a fractionally integrated GARCH approach, a symmetric one. Moreover, investigating the relationship between returns’ volatility and investors’ strategies based on FT entails significant implications because real estate assets offer a good alternative investment for many investors and speculators.

Abstract

Purpose

Millennials are considered the best group to intervene in terms of homeownership education as they are of working age and can earn monthly income. However, there is a concern about the affordability of millennials to purchase a house that will influence their decision in terms of purchasing a house. Further understanding of the home-buying process allows millennials to avoid dishonest and irresponsible sellers, as purchasing a house involves a large sum of money. The purpose of this study is to suggest a suitable delivery mechanism to increase awareness of the home-buying process among millennials in Kuala Lumpur.

 

Design/methodology/approach

This study adopts a quantitative method to analyse sets of questionnaire survey that were distributed at purposive random sampling in Kuala Lumpur. This study approached respondents with pre-set criteria, which include the respondents to be between 18 and 38 years old, interested to purchase a house and to have at least an initiatory understanding of the home-buying process.

 

Findings

The findings suggested that there is considerably low awareness of the home-buying process among millennials. However, it is important to note that among the home-buying process, millennials are most aware in the preliminary phase, which is information gathering. Based on these findings, the best delivery mechanism to increase awareness is through online games and training courses, followed by home counselling at a local housing agency.

 

Practical implications

This study contributes to government agencies and policymakers to interact with society, as education is one of the best methods. It will further enhance their efforts to ensure that the society is well equipped with useful knowledge to avoid the rueful decision of purchasing their first house.

 

Originality/value

This paper highlights homeownership education by tackling the issue of extensive knowledge of the home-buying process. This is crucial to the foundation of homeownership education, as it reflects the efforts of government agencies and policymakers to ensure homebuyers’ rights are protected in the housing market. This paper will benefit not only policymakers and decision-makers but also first time homebuyers.

調査結果からは、ミレニアル世代の住宅購入プロセスに対する認識はかなり低いことが示唆された。しかし、ミレニアル世代は住宅購入プロセスのうち、情報収集という前段階において最も意識していることが重要である。これらの結果から、ミレニアル世代に認知度を向上させるには、オンラインゲームやトレーニングコース、そして地元の住宅会社での住宅カウンセリングが最適であると考えられる。

 

実践的インプリケーション

本研究は、教育が最良の方法のひとつであることから、政府機関や政策立案者が社会と交流することに貢献する。この研究は、社会が初めて家を購入する際に後悔するような決断をしないよう、有益な知識を十分に備えていることを保証するための努力をさらに強化するものである。

The transformation of housing policies worldwide by the application of capital from the global financial markets has been the subject of recent research. This model leads to the reshaping of housing policies into a business model, transforming housing from a basic right to a commodity based on the ability of individuals to access credit. This issue is particularly significant in Latin American countries; the latter have been overshadowed by a historical process of urban exploitation, especially in metropolitan areas, which are territories of socioeconomic concentration. Thus, this article investigates the factors that have caused obstacles to the coordination of housing policies in metropolitan areas of Latin American countries, based on a case study of the policies promoted by the national governments of Brazil and Mexico. The results highlight the need to reflect on the process of the financialization of housing at the national and sub-national levels, which represents a major obstacle to integrated, metropolitan housing management.

The need for more dweller-oriented approaches to the development of residential environments is widely agreed upon. In the theoretical discussion, the concept of affordances has been seen as promising in grasping the desirable dwelling features and how they become meaningful in everyday uses. However, the concept has been used surprisingly little in empirical housing studies. This article introduces an inventive method to study affordances and contributes to the understanding of the concept by reflecting its usefulness in the context of housing research. The method consists of focus group interviews guided by participant-produced photographs, which allows the participants more freedom to define what they consider meaningful in their dwellings. The results reveal some desirable dwelling features largely uncovered by the public or scholarly discussions yet. From residents’ perspective, developing higher quality housing means paying greater attention to the mundane “secondary spaces”, the sensory experiences and the related atmospheric qualities, as well as the continuums between interior and exterior spaces. The results also emphasize an active role of the resident in discovering and shaping the affordances.

The article shows how researchers conceptualize first-person experiences of homelessness using metaphors of movement. It is argued that the choice of metaphors in academic writing is consequential and critical—by making these choices, researchers hold the power to interpret and portray personal experiences and causalities from particular viewpoint. The present study scrutinized peer-reviewed academic articles published in three housing and homelessness research journals with European affiliations: European Journal of Homelessness (EJH), Housing Studies (HS), and Housing, Theory and Society (HTS) during the years 2012–2016. A data collection process resulted in 15 articles concentrating on homeless persons’ experiences. Articles were analyzed by applying a discursive metaphor analysis. The findings are presented by focusing on the predominant movement metaphor of ‘pathways’ and the more rarely used movement metaphor of ‘circle’. The discursive power of metaphors needs to be further studied and critically reflected in the housing and homelessness studies.

London’s council estates and their residents are under threat like never before. Council tenants are being forced out of their homes due to estate renewal, welfare reforms, poverty, and the precarity of low-income work. Social cleansing can be understood as a geographical project made up of processes, practices, and policies designed to remove council estate residents from space and place, what we call a ‘new accumulative form of (state-led) gentrification’. We outline these accumulative processes, practices and policies, but more importantly we present grounded, empirical evidence of council tenants and leaseholders’ everyday experiences of dispossession, focusing our lens on three south London boroughs identified as eviction hotspots.

One major focus of urban research is the study of neighborhood change over time. We argue that a dwelling panel, ie a panel in which the dwelling is the sample unit, is the most appropriate method to study such changes, which we demonstrate using gentrification as an example. We use data from a four-wave dwelling panel in two neighborhoods of Cologne, Germany, with N = 1009 households participating in the first wave. We first discuss the advantages and disadvantages of a dwelling panel compared to a conventional panel, as well as compared to repeated cross-sectional surveys in the same neighborhood. Second, we show the different results obtained from both panels, while describing the process of change which alters the composition of social groups throughout the process of gentrification. We then document changes in unit rental costs and residents’ years of schooling based on data from the two panels. In the concluding section, we outline opportunities for further research using dwelling panels.
